Witness Testimony Summary: Mikhail Rudoy
Bio:
Mr. Mikhail Rudoy worked at YUKOS from 1997 until 2006. His last place of work was at Yukos-RM, where he was a specialist in charge of coordinating deliveries of crude oil and petroleum products for export. Currently, Mr. Rudoy works at Rosneft, where he performs functions similar to the ones he performed at YUKOS.

Mr. Rudoy described his responsibilities as the preparation of contracts for the transportation of crude oil, coordinating crude oil deliveries for export, and other related functions. Mr. Rudoy testified that the Ministry of Fuel and Energy designated YUKOS to be responsible for the coordination of crude oil in the direction of Odessa, Tuapse, Novorossiysk and Hungary. Mr. Rudoy's section was tasked with securing proposals and drafting delivery schedules in such a way as to ensure that YUKOS was meeting its obligations. According to Mr. Rudoy, there was a continuous flow of information between their department, the Ministry and Transneft, as was evidenced by a copy of a routing request, examined in court, which was prepared by his department, and sent to Transneft. In addition, Mr. Rudoy testified that the crude oil exports schedule was prepared by the Ministry.
Mr. Rudoy testified that he participated when YUKOS and Transneft negotiated transportation contracts and, since that time, the process of crude oil transportation had not changed, allowing his responsibilities at Rosneft, where he currently works, to remain unchanged. Mr. Rudoy explained that crude oil lost its identifying attributes after mixing in Transneft's pipeline. He discussed the export quota system, putting YUKOS' quota between 26-33%, and testified that because of the strict quota system YUKOS could not send all of its crude oil to be sold at sea ports, where an oil company could find better purchasers.
