Russia Proposes Creating Oil-Field Reserve

The Russian government has proposed creating a reserve of its lucrative oil fields - further distancing itself from OPEC.
According to The Moscow Times, the Cabinet would have the ability under this plan to "designate any oil deposit as off-limits for development if it is near existing pipelines, roads and production facilities or holds at least 30 million tons in reserves."
