Russian government relations and PR specialist Vladimir Frolov believes Medvedev is doing better than predicted but still falling short of expectations.

In an opinion editorial for The Moscow Times, Frolov, comments that according to a recent Levada poll, only 11 percent of respondents were enthusiastic over his modernization agenda. Frolov concludes that Medvedev is now battling the Russian people's "perestroika complex" - what may amount to a mission impossible for his two remaining years of his term.
