President Dmitry Medvedev's proposed reforms to Russia's stifling non-governmental organization (NGO) law turned out to be "top-down" leaving NGOs with few new freedoms.

The Moscow Times reports that President Medvedev had promised to review Russia's NGO law, "labeled a hallmark of former President Vladimir Putin's heavy-handed approach to civil liberties". However, when details of that reform were announced, many NGOs operating in Russia were disappointed by the results.
