Germany will urge its European Union partners to add a "substantial" energy-security chapter to the EU's new long-term partnership agreement with Russia, currently under negotiations, in reaction to the suspension of Russian gas deliveries to Europe last month.

In two letters, to José Manuel Barroso, president of the European Commission, and Mirek Topolanek, the Czech prime minister and current holder of the EU presidency, sent on Tuesday and obtained by the Financial Times, Angela Merkel, the chancellor, says the issue should be addressed at the EU's spring council next month.
