He notes that "the role of private capital was called into question by the arrest of Mikhail Khodorkovsky and by other government actions curtailing activity by private interests" and adds "the subsequent attacks by the tax authorities on Yukos may have been seen as manifesting a dramatic shift in how Russia plans to conduct business in the energy sector."
