Delay on Arms Pact Slows Reset of US-Russia Relations

The US-Russia nuclear arms treaty is further away from being signed than many predicted.
Originally due to be signed last December, both sides have had to send negotiators back to the table after talks between Presidents Obama and Medvedev.
According to the New York Times, this treaty has taught administration officials that "when it comes to deal-making with Moscow, nothing is done until it is done, and rarely will it go as smoothly as anticipated."
